Débats et Controverses - Qatargate : comprendre les origines du scandale et les enjeux d'un nouvel encadrement du lobyying

Depuis l’arrestation début décembre 2022 d’une vice-présidente du Parlement européen, d’un ancien euro-député et d’un assistant parlementaire pour faits de « corruption » (et « blanchiment d’argent en bande organisée »), le lobbying au Parlement européen et son encadrement occupent une place centrale dans les discours politiques et médiatiques. Cette table-ronde du cycle Controverses propose de montrer comment les disciplines académiques réunies au sein du GIS Euro-Lab, qui s’intéressent de longue date aux rôles des groupes d’intérêt dans le fonctionnement de l’UE, peuvent éclairer et donner sens à un tel évènement et à ses répercussions politiques et institutionnelles. Dans cette perspective, il s’agira d’une part de revenir sur ce que le Qatargate nous dit du fonctionnement ordinaire du lobbying au Parlement européen et des évolutions de sa pratique depuis une vingtaine d’années à Bruxelles. On s’intéressera d’autre part aux réformes de son encadrement en débat actuellement au Parlement, en soulignant ce qu’en apporte une analyse historique et comparée attentive à leurs enjeux juridiques et politiques.

Qatargate: understanding the origins of the scandal and the challenges for a new lobbying framework

Since the arrest in December 2022 of a vice-president of the European Parliament, a former MEP, and a parliamentary assistant for "corruption", "money laundering" and "participation in a criminal organization", lobbying in the European Parliament and its regulation have taken center up the stage in political and media discourse. This round table of the "Controversies" conference series proposes to show how the academic disciplines gathered within the GIS Euro-Lab, which have long been interested in the role of interest groups in the functioning of the EU, can shed light on and give meaning to such an event and its political and institutional consequences. In this perspective, the aim is to look back at what the Qatargate scandal tells us about the ordinary functioning of lobbying in the European Parliament and the evolution of its practice over the last twenty years in Brussels. On the other hand, we will be interested in the reforms of its framework currently being debated in the Parliament, by underlining the contribution of a historical and comparative analysis attentive to their legal and political stakes.
